Payments will not change.
In 2025, the minimum wage and cost of living will remain at the 2024 level.
This is stated in bill No. 12000 on the State Budget for 2025.
The draft state budget for 2025 does not plan to increase the cost of living and minimum wage. Consequently, the minimum wage will remain at UAH 8,000, and the subsistence minimum for able-bodied citizens will remain at UAH 3,028.
However, the government intends to revise these figures based on the results of the first half of 2025 if the economic situation improves.
The document also established the subsistence minimum for 2025-2027. It remained at the 2024 level.
According to the Budget Declaration for 2025-2027 approved by the Cabinet of Ministers, the subsistence minimum for one able-bodied person per month will be UAH 3,028.
In addition:
- for children under 6 years old – UAH 2,563
- for children from 6 to 18 years old – UAH 3,196
- for persons who have lost their ability to work – UAH 2,361
The Budget Declaration notes that the minimum wage and the subsistence minimum (the minimum pension depends on it) are planned to be frozen until 2027.
The minimum wage in Ukraine in 2025 will also affect the size of the minimum old-age pensions.
Recall that the Ministry of Social Policy believes that the subsistence minimum is insufficient to cover a person's needs and proposes replacing it with basic social assistance. The new approach assumes that the amount of the benefit will depend on the composition of the family.
