The new mechanism for supporting internally displaced persons will start working as early as January 29, 2025.
As of today, a subsidy for housing rental is available for internally displaced persons (IDPs) in Ukraine.
This was reported by the Ministry of Social Policy.
“Yes, one of the biggest challenges today is the lack of housing: millions of Ukrainians have lost their homes as a result of the war, and social housing funds that could be provided to them for rent at affordable prices conditions, while in Ukraine there are almost none,” notes Deputy Head of the Ministry of Social Policy Daria Marchak.
She noted that, unlike the EU countries, Ukraine has not yet had financial instruments to support renting housing for those who are unable to pay for it themselves. Such an instrument was launched today.
Who can receive a subsidy for renting housing
The subsidy can be received by internally displaced persons who:
- left the regions occupied by the Russian Federation or from combat zones and do not have their own housing in the relatively safe regions of Ukraine;
- their housing has been destroyed or is unfit for habitation;
- want to rent individual housing, but do not have sufficient funds to do so.
A rental subsidy will be provided provided that:
- the tenant and landlord are not related
- the IDP does not receive housing assistance
- the owner of the premises does not receive compensation for it under the Shelter program.
In addition, a rental subsidy will be assigned if there is a lease agreement. The Ministry of Social Policy is confident that the agreement will protect the landlord, in particular from the risk of non-payment of rent by tenants.
Will IDPs be able to simultaneously receive both a housing subsidy and a rental subsidy?
An IDP family can simultaneously receive both a rental subsidy and a housing and utilities subsidy.
How is the amount of the rental subsidy calculated?
The amount of the rental subsidy will be calculated individually for each IDP family. The amount is affected by the family's income level, the number of family members and the cost of renting housing. The new mechanism takes into account that rental prices vary significantly not only in different regions, but also in large cities and small villages.
When and how can I apply for a housing rental subsidy
You can apply for a housing rental subsidy from January 29, 2025:
- offline – at the nearest PFU service center or administrative services center;
- online – through the PFU electronic services portal or a mobile application (using an electronic signature, both the homeowner and the IDP must have one).
Earlier, a resident of Pokrovsk said that she was not going to evacuate, because she would not find housing or the opportunity to live anywhere for her 4 thousand pension.
Recall that Serhiy Prytula said that it would be more appropriate to direct the money for the “Winter e-support” payments or the so-called “Zelensky thousand”, for example, to help internally displaced persons persons.
