Ukrainians can use housing certificates “єVіdnovlennya” using funds from “єOselya”

The “єVіdnovlennya” housing certificate can now be used to purchase housing in combination with the “єOselya” preferential mortgage program. Deputies of the Verkhovna Rada supported the corresponding bill No. 10208 in the second reading today, February 22. This was announced by the Chairman of the Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning Elena Shulyak.

“From now on, owners of destroyed housing have more opportunities to purchase a new home. If the cost of the new home they have chosen is higher than the amount provided for by the “єVidnovlennya” housing certificate, they can receive the remaining amount from the funds of the state mortgage lending “єOselya”, which can be used both on the primary and secondary markets,” explained Shulyak .

According to her, in general, Ukrainians are still looking at the opportunity to use “єVіdnovlennya” certificates to purchase housing on the primary market – as of February 22, only 14 holders of “єVіdnovlennya” certificates have invested in such housing.

However, the expansion of opportunities to use the certificate after the entry into force of bill No. 10208 may revive this process.

Use of “єVіdnovlennya” certificates

Shulyak added that as of February 22, Ukrainians have already used 864 housing “єВіднівння” certificate for the purchase of new houses. We are talking about both apartments and private houses.

The majority of transactions – 92% – relate to the purchase of housing on the secondary market. The total amount of certificates used is UAH 1.8 billion.

In general, as of this day, 3,368 housing certificates worth UAH 6 billion had been issued.

What is known about the “єRenewal” program

The first stage of the “єVіdnovlennya” program started on May 10. At first, it was only about providing citizens with up to 200 thousand UAH for the restoration of premises that received minor damage. The money can be used to purchase building materials, pay for construction work, as well as contractor services.

In July, the Cabinet of Ministers regulated relations related to the payment of compensation to people who independently repaired war-damaged housing. And from August 1, it became available to process compensation for destroyed premises. Owners of such properties will be able to spend the funds on the purchase or construction of new housing.

Ukrainians who have repaired damaged housing under the “єRenewal” program can now submit a report through the “Diya” portal. Previously, the service was only available in the application.
