The Verkhovna Rada, at its meeting on Friday, February 23, did not accept in the first reading the government bill on the reboot of the Bureau of Economic Security (BEB) No. 10439, which was opposed by the ambassadors of the G7 countries and Ukrainian business associations. This was announced by the First Deputy Chairman of the Tax Committee of the Council Yaroslav Zheleznyak.

This bill received 222 votes in favor out of 226 required.
He also noted that alternative bills supported by business are the ruling faction “Servant of the People” refused to put it to the vote.

The “Ministry of Finance” wrote that the Tax Committee of the Verkhovna Rada supported government bill No. 10439 on the BEB reform, despite the position of business associations, public organizations and expert centers.
Before the committee meeting, business associations expressed support for the bill of Deputy Zheleznyak, but the deputies supported the government version, which did not have approval from international partners.

Minister of Justice Denis Maluska, who defended the government bill, called urgent recertification of BEB employees inappropriate. They say that it can only be carried out after the end of the war.
The minister also voiced a strange proposal that, instead of re-certifying employees, the new head of the BEB should prevent the mobilization of “good” employees and not book unscrupulous ones.
Earlier, the business turned to the Chairman of the Verkhovna Rada and asked not to vote for the listed bills in such a wording, and finalize already registered bills No. 10088 and 10088−1, which can really reboot the BEB, taking into account proposals from business and international partners.

By complete reboot, they meant a model already applied in NABU (National Anti-Corruption Bureau of Ukraine) and SAP (Specialized Anti-Corruption Prosecutor's Office).
