The Verkhovna Rada will register a bill on the National Development Institution (NUR), which should become an analogue of the German state bank KfW. The head of the Tax Committee, Daniil Getmantsev, wrote about this in his telegram channel.

What is known
According to him, the bill was developed with the participation of the Ministry of Finance and the National Bank of Ukraine (NBU).
“NUR is a state-owned specialized institution (bank of banks) with a special mandate for economic recovery and structural transformation, which will implement country recovery lending programs. It is she who should solve problems with lending to relocated businesses, businesses in front-line territories, IDPs, as well as projects with a high level of risk,” Getmantsev explained.

According to him, NUR will have access to funds from private investors to direct them to the restoration and development of the Ukrainian economy by providing support mainly to small and medium-sized entities entrepreneurship.
“An example of such an institution and a generally recognized success story is the KFW (Kreditanstalt für Wiederaufbau – Credit Institution for Reconstruction), created in post-war Germany in 1948 as part of the Marshall Plan,” the deputy added.
He pointed out that in Ukraine already has a similar consultative and advisory body – the National Council for the Restoration of Ukraine from the Consequences of the War. On the other hand, international development banks (EBRD, EIB, IFC) have already formed proven relationships with Ukrainian banks and do not need a special structure for coordination.
In addition, many Ukrainian banks, especially with European capital, already integrated into international financial markets, therefore the feasibility of creating a development bank with the aim of attracting international private capital also requires careful analysis, noted the deputy head of the NBU.

Earlier, the Ministry of Finance wrote that, according to Getmantsev, in order to accumulate and distribute resources for reconstruction, Ukraine needs to create a specialized state development bank (based on the reformatting of one of the 5 state banks), which will be removed from the system of general banking supervision and regulation.
