The “eVidnovlennia” program now allows for compensation for housing destroyed by Russia to be used to build a house on one's own land. The Cabinet of Ministers of Ukraine made the corresponding decision, Ukrainian Prime Minister Denys Shmyhal reported.

“We are improving the algorithm for receiving compensation for destroyed individual housing for its restoration,” Shmygal noted.
Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov explained that this decision expanded the “eVidnovlennia” program.
“Receive compensation for destroyed housing and build a new house on your own land. Restore if you own a plot of land in an area where there is no active military action,” Fedorov said.
He specified that the first 600 families will receive funds for restoration on their site this week.
How to use the service
To receive funds for destroyed housing, you must submit an application for compensation for destroyed housing, choosing monetary compensation through “Diya” or at the Administrative Service Center. To use the service online, you must:
- In “Die” in the “Services” section, select “eVidnovlennia”; from the list, select “Payment for construction” and click “More”; click “View details” and check the data; click “Select object” and select the object on which construction will begin; click “Confirm” and select the account for payment; check personal data and click “Submit”.
After review, the amount of compensation will be assigned, which will be reflected in “Diya”. The next step is to register the notice of commencement of construction work on the “Diya” portal or in the Administrative Service Center.
Receiving funds in two stages
The Ministry of Community and Territory Development said that the funds are received in two stages: first 50%, and after the report, another 50%. The report is submitted after 90% of the first tranche of compensation has been spent.
It is also necessary to terminate the ownership of the destroyed property, but only after compensation has been calculated in “Die”.
“You have 18 months to spend the first tranche and 36 months to carry out the construction work as a whole. Once completed, you must submit a final report,” the statement said.
Funds received within the compensation limits can be spent on clearly defined purposes:
- development of design documentation; purchase of construction materials; payment for construction work.
