The Cabinet of Ministers has approved a bill changing the rules for deferment from mobilization for teachers and students. Next, this bill should be submitted to the Council for consideration. This was reported by the People's Deputy from “European Solidarity” Oleksiy Goncharenko.

What is proposed to change for students
Men aged 25+ who are studying for the second time at the same or lower level of education will not be able to receive a deferment.
Studying abroad after February 24, 2022 also does not give the right to a deferment.
Who retains the right to a deferment:
- Who entered an educational institution before the age of 25; Who is acquiring a new level of education for the first time; Who is studying full-time or dually.
“The clarifications are being made to avoid legal challenges, since the courts have already begun to recognize the right to a deferment for repeat students,” Goncharenko noted.
What is proposed to change for teachers
Teachers with an academic degree (even if they do not have the status of a scientific or pedagogical worker) will receive a deferment.
The deferment will also apply to extracurricular teachers who lead clubs (ecological and naturalistic, technical, military-patriotic) – if they worked before January 1, 2025 and at their main place of work.
The press service of the Ministry of Science and Education clarified that the government-approved bill “On Amendments to Article 23 of the Law of Ukraine “On Mobilization Preparation and Mobilization” regarding the rights of teaching staff and education applicants” also provides for a number of other changes aimed at “avoiding the use of receiving as a way to evade mobilization.”
- limiting the age to 25 years for granting a deferment from mobilization for students of vocational schools and for students of vocational colleges; eliminating the right of deferment for students of vocational schools who improve their professional qualifications without receiving an education; eliminating existing gaps in the legislation on determining the sequence of obtaining an education that grants the right to a deferment during mobilization; granting the right to a deferment from conscription during mobilization to teaching staff of higher education institutions with academic degrees and extracurricular education institutions of state and municipal ownership who, as of January 1, 2025, worked and continue to work in these educational institutions at their main place of work.
