Who is under sanctions

The new sanctions lists include the colonies where Alexei Navalny was kept since June 2022 to death – correctional colony IK-6 and maximum security correctional colony IK-3.

Both colonies are known for physical and psychological pressure, complete isolation, torture and violence against prisoners.

“In both places, Navalny experienced ill-treatment, in particular due to repeated solitary confinement in a punishment cell and cruel, inhuman and degrading treatment, which led to a serious deterioration in his health,” the message says.

In addition, the Council of the European Union decided to include in the list of sanctions such judges as:

    Andrei Suvorov, who last year sentenced Alexei Navalny to 19 years in a special regime colony in inhumane conditions, Kirill Nikiforov, who rejected his claim against IK-6 to appeal his transfer to a punishment cell for 12 days, Evgeny Nikolaev and Natalya Dudar, who issued a number of decisions against political opponents, including Navalny, which contributed to political repression in Russia.

Among others are officials of the penitentiary system and the Ministry of Justice, who were either responsible for executing the sentences of Alexei Navalny and other political opponents, or did not ensure the protection of the rights and freedoms of citizens.

With today's lists, restrictive measures under the EU's Global Human Rights Sanctions Regime now apply to 104 individuals and legal entities and 23 organizations from many countries.

Persons those included in the sanctions list are subject to an asset freeze, and the provision of funds or economic resources to them or for their benefit, directly or indirectly, is prohibited.

Death of Navalny
