According to Scholz, this decision was made after a conversation with US President Joe Biden.

“President Biden and I agree: we want to continue to support Ukraine financially, humanitarian and military. (…) Germany will provide military goods worth more than seven billion euros in 2024,” he wrote.

At the end of 2023, Congress was unable to approve the request of US President Joe Biden to allocate more than $100 billion for national security needs, which included more than $60 billion for Ukraine.

The main stumbling block was the Republicans, who refused to support the initiative. They demand that the White House include in their request their proposals to strengthen border security.

On January 4, the White House said that the United States no longer has the funds to provide new military aid packages to Ukraine.
