The new rules came into force from the date of publication of the resolution – April 25, 2024.

Starting from April 25, 2024, when applying to foreign branches abroad, men aged 18 to 60 years will be able to obtain passport documents exclusively from the State Customs Service authorities on the territory of Ukraine; documents will not be sent to foreign branches of the State Enterprise “Document”.

Who will be able to obtain documents abroad

There are categories of persons who will be able to obtain passports outside of Ukraine. Among such persons:

    people with disabilities; guardians of persons with disabilities; parents of children with disabilities; persons in need of constant care; accompanying seriously ill children; persons from the constituent defense and security forces; victims as a result of the military aggression of the Russian Federation against Ukraine, who went abroad for treatment.

It is noted that the issuance of passport documents to citizens who submitted applications before April 25 is carried out in the order that was in force before the entry into force of Resolution No. 443 after the elimination of technical faults.
