The decisive moment in the defense of the capital by the Ukrainian army was the operation in Irpen, Kiev region, directed against Russian troops, as noted by Lieutenant General Kirill Budanov, head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine.

The head of Ukrainian intelligence emphasized that the operation in Irpen has arrived unexpected for Russians. It led to the division of their group operating in the Kiev direction into two parts, followed by a rapid retreat.
Budanov also spoke about preparations for blowing up a dam on the Irpen River in order to expand its channel and create obstacles for the invaders .
He remembered a meeting with an engineer, a representative of the organization responsible for hydraulic structures.
After much scientific reasoning from the engineer, Budanov asked to clearly formulate what needed to be done. The answer was simple: undermine certain sections of the dam and open the floodgates. After this, the corresponding work began.
