Journalist and publicist Vitaly Portnikov noted that, observing the lack of significant advancement of the Russian army in Ukraine, the head of the Kremlin Vladimir Putin changed strategy with the aim of demoralizing Ukrainian society.

According to Portnikov, Russia's plan to destabilize Ukraine includes three points, one of which is a narrative about the possibility of peace talks. However, Ukrainians continue to strive for a just peace.
“Their army is at a standstill, it can't really move. Well, in 10 years it took Avdiivka, some other villages in the Donetsk region. Maybe it will take something else, but this is not what Putin needs at all. And he moves on to the next stage of destabilization: destruction of infrastructure, demoralization of society and throwing in the topic of negotiations, so that Ukrainian society will have a situation in its head that negotiations are possible, only Zelensky doesn't want them,” the expert noted.
Portnikov emphasized that the Kremlin is surprised that the Ukrainians, despite the demoralizing factors, do not allow compromises with the occupiers:
«The Ukrainians remain in their repertoire – they say: «yes, we also want negotiations, but we want negotiations like in 2019 – for negotiations to take place, but Putin to agree to what we like». This means that Putin is not doing his job. Yes, some Ukrainians say: «let's give up the territories, let them take what they want…», but another part says: «no, we are ready for negotiations, but there must be a fair peace». This is a great situation».
