German Chancellor Olaf Scholz does not support the first point of President Volodymyr Zelensky's Victory Plan in the War with the Russian Federation.

Specifically, Scholz does not yet see the need to make a decision on inviting Ukraine to NATO:
“We made a decision in Washington and Vilnius and described the prospects. But I believe that there is no need for a new decision other than this one.”
According to him, it is important to realize that “a country that is at war cannot become a member of NATO.” Everyone knows this, there is no disagreement on this matter. And in NATO, an invitation is usually linked to membership quite quickly.
«This is a process that is not happening now. Rather, we are talking about “issues of security guarantees in a post-war situation,” Scholz emphasized.
He believes that one must be “very serious,” given the terrible war next door. Russia has violated the understanding that borders cannot be moved by force.
«This requires reasonable actions that, on the one hand, guarantee support for Ukraine, but on the other hand, guarantee that this does not escalate into a war between Russia and NATO. I understand this very clearly and will not change my position,» said Olaf Scholz.
