If Ukraine will lose financial support from partners, the state will be forced to stop all payments except those directed towards defense.

People's Deputy Nina Yuzhanina reported that today the entire civil sector of the budget is provided thanks to international assistance, and the budget for 2025 has also been formed with the expectation of its continuation.
“I think there is a 'plan B', absolutely: stop all payments except for military ones. And everyone should worry together – because this is a martial law that should be – unite, find other mechanisms for assistance, payments, restrictions,” the parliamentarian noted.
Yuzhanina emphasized that it is critically important for the sustainable functioning of the civil sector to maintain the support of allies. The deputy also noted that some expense items can be optimized. In her opinion, in the current conditions, investing in infrastructure, for example, in road construction, is inappropriate.
Of the 99 billion hryvnias of reserves that could have been saved in the 2025 budget, only 42 billion were manipulated. But they made a manipulation – they transferred it from a special fund to the general fund of the state budget and left all the programs on roads. That's it! They even increased spending on roads, – Yuzhanina emphasized.
