Prime Minister Denis Shmyhal reported that the Ukrainian government is working on reforming medical and social expert commissions (MSEC).

He noted that it envisages changes in the system of social support for people with disabilities.
«The old bureaucratic system of the Medical and Social Expertise Commission will be eliminated. It will be replaced by a new effective mechanism focused on the person and his needs,— he said.
Shmyhal emphasized that the first step has already been taken. Thus, the government sent a bill to the Verkhovna Rada establishing an algorithm for assessing the daily functioning.
The Prime Minister said that doctors from multidisciplinary hospitals as part of expert teams will objectively assess the condition of patients in three categories:
— complete and persistent limitation of working capacity,
— partial persistent limitation of working capacity,
— full working capacity.
The assessment of the condition will be possible in remote, remote and on-site formats. The digitalization of this system is aimed at maximum rehabilitation of patients, their return to active life and adaptation of the workplace to the individual needs of the person.
«Today we approve the social component of this reform. Two bills regulating social services and insurance payments,— he explained.
According to him, the following changes to payments are proposed:
— payments will depend on the assessment of the state of working capacity. Their size for people with complete permanent loss of working capacity, compared to the current one, will increase significantly;
— for people with partial permanent loss of working capacity, the state compensates for the difference in salary that the person had before the insured event and after returning to work.
The proposed changes also increase the duration of paid treatment and rehabilitation from four months to 1.5 years and protect the person from dismissal for the entire period of treatment.
“Thus, the system will become fairer,” the official emphasized.
He emphasized that the disability status is preserved. It provides the right to social services, rehabilitation, benefits and support in employment. For those who already have a disability, the situation will not change.
At the same time, Ukrainians may stop all payments, except for military personnel: Yuzhanina named the condition.
