Deputy Minister of Energy of Ukraine Mykola Kolesnik explained that the introduction of “energy independence passports” for regions will help strengthen interaction between central and local authorities, promoting the development of distributed energy and strengthening the sustainability of regions.
These documents will record the energy needs of each community, including the level of consumption and key infrastructure facilities that require additional capacity.
Kolesnik emphasized that such information will allow for effective decentralization, more accurately meeting local needs for electricity and heat. It will also facilitate decision-making and prioritization to ensure energy independence of regions.
The initiative, supported by the Office of the President, the Cabinet of Ministers, the Ministry of Energy and the Ministry of Regional Development, provides for cooperation with local military and administrations. “Passports” will become an important tool for attracting international aid to vulnerable regions.
Kolesnik noted that this approach is consistent with plans for the integrated development of communities, combining the efforts of all stakeholders. The government has also already implemented measures to support distributed generation, simplifying the connection of new facilities to electricity and gas networks. Housing associations, utilities and citizens have access to financial programs to stimulate local electricity production.
