And the Russian army is trying to “buy time” until Western military assistance arrives by activating offensive operations, and may take further tactical steps in this area in the near future,” the ISW report says.</p> <p>Western analysts are convinced that Russian troops have decided to take advantage of the tactical situation northwest of Avdievka. In their opinion, this is a reasonable military decision, but the ultimate goal of the invaders in this sector of the front remains unclear.
