Therefore, decisions about their updates will be made taking into account the great number of factors. Among the possible butts is the readiness to turn around at least 50% of the population.
Olena Shulyak, the head of the Verkhovna Rada Committee for the support of the organization of sovereign power, local self-government, regional development and localization, stated this, reports RBC-Ukraine of its communications.

The largest share of direct revenues in these and other regions of Ukraine is allocated to residential buildings – up to 59 billion dollars, and infrastructure – approximately 40 billion dollars.
“On the beginning of 2024, through military actions, 50% of the housing stock has been destroyed in a significant number of settlements. The greatest ruins of life are in such places as Mariupol, Kharkov, , Severodonetsk, Rubizhne, Bakhmut, Mar'inka, Lisychansk, Popasna, Izum and Volnovakha. The buildings from them have been built. For example, 90% of the housing stock in Severodonetsk has been damaged, such places as Bakhmut and Marinka are not in danger. “We’ll be the worst ones,” said Shulyak, paying attention to the KSHE tribute.
At the same time, she respected that the fruit of Ukraine’s modernization would be at least three times the cost of the sum of surpluses. The parliamentarian said that the finalization of special legislation that regulates all aspects of the renovation is nearing completion. We are talking about the bill “On the main ambushes of renovation.” The first steps have already been completed and public consultations have recently concluded, during which time more than 1,000 experts and stakeholders have been recruited to analyze the regulations.
“We are immediately selecting all rejected proposals, formalizing them and sending them before the Ministry of Innovation. They will also be further examined and we will present a complete product for parliament’s consideration. Vaughn added that, with the advances in the draft law, the decision to renovate poor settlements could be taken into account by the fact that how much life has been lost there, and that 50% of the population would like to return there, who lived there before the war, so if there was water supply there, scorching and electricity. During the preparation of the draft law, Shulyak said, several options for such criteria were considered. The first is the largest number of depleted or significantly damaged living conditions in one settlement or another. Another of the established criteria is the largest number of obvious critical infrastructures in the country, the remaining portion of which is the ability or impossibility of taking away such basic services as electricity, gas, water supply, etc. cooling, hot water, scorching, etc.
