Reports are rejected mainly due to poor quality or incomplete photocopies of documents, as well as an old-style letter of recommendation.
Over the two and a half weeks of operation of the service for changing the place of service through the Army+ application, 8.5 thousand transfer reports have been processed, 2 thousand of which have been approved.
This was reported by the press service of the Ministry of Defense.
“We have created a tool that helps brigades attract motivated military personnel to themselves. And with each response from the military, we will make it more effective,” said Deputy Minister of Defense for Digitalization Ekaterina Chernogorenko.
To submit a report, you only need a military ID or officer's certificate and a letter of recommendation from the unit to which the soldier wants to transfer. Additionally, a VLK conclusion may be required (for example, if, due to health reasons, a soldier needs to transfer from a combat unit to a rear unit).
Transfer to another brigade: there is a request, but few options. How it works where it works, and why it should be distributed
The Ukrainian Armed Forces Personnel Center has 72 hours to review the report. The result is communicated to the soldier via “Army+”.
Currently, 6,500 reports have been rejected, of which 70% – for the following reasons:
- poor quality photocopies of documents;
- not all photocopies of pages from the military document indicated in the tips in the appendix are attached;
- the letter of recommendation is of the old type and has incomplete information about the service of the military (the new type can be downloaded on the platform “Caring for a military serviceman”).

If the transfer is approved, the Personnel Center of the Armed Forces of Ukraine prepares an order, and the serviceman receives a notification with its number and date. This order is transmitted to the units via the electronic document management system (EDMS).
Recall that on the first day of the application's operation, more than 600 servicemen wanted to transfer to another unit.
- On November 15, the Armed Forces of Ukraine launched an experiment with a simplified transfer system. Electronic reports can be submitted via the Army+ application, they will be sent directly to the Personnel Center of the Armed Forces of Ukraine.
- The report must be checked within 72 hours. And if all the documents are in order and the conditions are met, the Personnel Center must prepare an order within a week and submit it to the commander-in-chief for signature. The person submitting the report must also receive a response. This is how the transfer procedure is launched. They give about a month to carry out the order.
- How exactly does the innovation simplify the procedure, who can transfer and where, and in what cases the commander's approval remains and what are the plans for the rules of transfers – read in the LB.ua article “Transfer via Army + without a report to the commander. How it will work – we have collected everything that is known.”
