How to bring Ukrainians home: important tips that will help avoid the demographic crisis

As the power does not survive the approaches, straight on the turn from the victim emigration of Ukrainian communities, Ukraine may be hit by a demographic crisis. The country is losing more and more human capital due to the fatal fate – hundreds of people who were initially worried about the war, and now no longer plan to return home, due to the fatal fate is increasing.

This is reported by RBC-Ukraine, which was sent for comment to the head committee of the Verkhovna Rada of the power of the organization of sovereign power, local self-government, regional development and localization of Olenya Shulyak, relying on the results of the training, conducted by the Center for Economic Strategy and published on Vox Ukraine.

Among the reasons are not only the war, but also the lack of life, as well as problems with the administration of the Fatherland.

According to these words, since 2022, as many as 7.5 million Ukrainians have left our country. The largest number of Ukrainian refugees – over 1 million – are currently staying in Germany, and many have traveled to Poland, the Czech Republic, Slovakia and other European powers. The largest part of the population is behind the cordon, so move, the driver of the economy, and the return of Ukrainians to home is a global cry for the state.

Unfortunately, she added, only 64% of refugees plan to return to Ukraine, and moreover, over time, the number of refugees who plan to return is decreasing. Apparently, the number of Ukrainians whose lives behind the cordon have been thoroughly explored for this hour and who do not plan to turn back is growing.

“A significant part of the refugees are people of productive age. There is also research that shows that two-thirds of refugees are satisfied with their lives at the extreme end of poverty. For example, more than 60% Ukrainian refugees in Denmark, Poland, the Netherlands, and the Czech Republic are officially cleared. Moreover, over time they are losing the possibility of facing their own living problems in the countries of origin,” Shulyak cheered.

Vona added that none of the statistics are reliable – since at the fall of the leaves in 2022, 50% of the population definitely planned to return to Ukraine, who were motivated by the war, then already in the fall of 2023 they The volume dropped to 41%. And just 26% spoke loudly about their turn back.

“Then, we know that in two years the number of people who rushed to turn to safety at the beginning of the great war has changed twice. At the same time, people who certainly did not plan to turn back, in the spring of 2022, the fate was less than 2%, and Today, 2024 – already 7%. This is an even negative trend – Ukraine risks wasting its human capital, which is the basis of its sovereignty,” Shulyak recounted.

Vona explained that in addition to the lack of food supply, the poor quality of food and the impossibility of proper cleaning also contribute to the uneasiness of Ukrainians. In the context of life, Shulyak said, the country is working on three fronts – to carefully continue, protect, the compensation program “Evidence”, create a more affordable mortgage program “Eoselya” and create an effective housing policy, as it is still in the minds of the Housing Code of 1983.

It is absolutely necessary to expand the possibilities of programs for communities whose lives have been destroyed or destroyed. in the time-occupied territories, Shulyak was reconquered.

“The question is extremely high, as it showed the evidence of our public consultations to finalize the draft law on the main plantings of renewal. With their input, we formulated recommendations for the Order. We look forward to a clear solution to the new, comprehensive legislation, which is not required,” said Olena Shulyak.

In the near future, it has been re-constructed, which means that the minds of the state mortgage lending program “Eoselya” have been simplified, since it is only available to even a small number of investors. For example – both to the victimized migrants and to the HPO. There is talk, for now, about reducing the monthly wage rate for immigrants from 7% to 3%, and the first contribution from 20% to 15%.

Shulyak has been reconciled, which is extremely effective in the highest subsistence nutrition of Ukrainians, as they were There is a desire to leave the border if there is a reform of housing policy, which in Ukraine is still regulated by the Housing Code of 1983. As a result, hundreds of thousands of Ukrainians are still standing in apartment buildings, from which the lives of no more than a few hundred citizens are being slaughtered.

Behind these words, we are talking about bill No. 12377 – “About the main objectives of life policy.” A comprehensive document that records the hidden directions of the upcoming housing reform. It conveys the creation of low mechanisms that will enable every Ukrainian to realize his right to life. It will be possible to earn money with the help of several tools.

“First of all, we are talking about financial and credit mechanisms that allow for income or to make a living. In another way, we are talking about the fund of social life. the lease, otherwise it will be canceled as a service, so it won’t be possible to privatize the life,” said Olena Shulyak.

At the same time, she said that it is important to eat and eat food related to the practices of Ukrainians. Thus, according to the results of a survey of the Ukrainian market conducted by the European Business Association (EBA), stable management is guaranteed – one of the largest factors up to 41% respondents.

“The most likely to be rejected are those migrants who work for Ukrainian companies. 70% of workers reported this. Also, those Ukrainians who work for Ukrainian companies are most likely to turn back. nepratsevlashtovani – 68%,” said Shulyak.

Vaughn added that stable practice in Ukraine, which is a stronghold of Ukrainians, can lead to the development of entrepreneurship, which will mean new work places. For this reason, many legislative changes are being introduced. The rest is the adoption of bill No. 7331, which allows the government to carry out government activities without revoking licenses and permissions until the end of the military regime. This time period is spent on deregulating business and supporting the economy of the region in the hour of war.

Krim, the people's deputy respected, in order to create new workers, the order will promote daily business support programs. In advance of this, we benefit from preferential lending and the issuance of grants to the government on the right.

According to Shulyak’s words, we are trying to avoid losing both sides of the problem and private business. As evidenced by the results of the research carried out by the EVA, 71% of the respondents in 2024 had a significant shortage of qualified personnel. Thus, 56% invested in personnel development.

“In 2025, companies plan to maintain this course. Thus, 46% will increase the number of employees in insurance, 33% will increase budgets for development and development, and 24% will increase the level of wages by 10-15%,” suggested Olena Shulyak.
