U.S. intelligence analysis suggests Putin is not scaling back his ambitions in Ukraine. His goal is to maintain a military presence and political influence, even if it means agreeing to a temporary ceasefire. Current and former U.S. officials say the Kremlin continues to push for Ukraine to be brought into its sphere of influence, backed by classified reports that suggest Russian provocations are being planned. The Trump administration is considering tough sanctions to force Moscow to change its stance.
