On April 1, 2025, the Cabinet of Ministers of Ukraine approved important changes to the e-Reconstruction program, which allow citizens to receive compensation for destroyed housing and use it to build a new house on their own land plot, IZ writes with reference to Economic News.
The decision, made at a government meeting on March 31, allows Ukrainians whose homes were destroyed as a result of Russian aggression to build new housing in regions where there is no active hostilities. The owner of a land plot is entitled to receive payments if its territory is not a combat zone and the plot is owned by him.
Prime Minister Denys Shmyhal confirmed that the government continues to improve the algorithm for receiving compensation for the restoration of destroyed housing. In particular, the Minister of Digital Transformation Mykhailo Fedorov reported that the eVidnovlenie program now includes the opportunity to build a new house on your own land. “ Receive compensation and build a new house yourself if you are the owner of a land plot in an area where there is no active hostilities ”, – noted Fedorov. The first 600 families who submitted applications will receive funds for construction this week, by April 6.
To benefit from the payments, you need to submit an application through the Diya application or at the TsNAP . Users need to select a construction payment, check the data and confirm the information. The compensation amount will be calculated and displayed in the system. After that, you need to register the start of construction work on the Diya portal or at the TsNAP.
The compensation is provided in two stages: the first 50% after the application is approved and the rest after the cost report. The report is submitted after 90% of the first tranche has been spent. A total of 36 months are allocated for the completion of the construction, with a period of 18 months for the first tranche costs.
According to the terms of the program, the funds received can be spent on developing project documentation, purchasing building materials, and paying for construction work.
