Gladkovsky, together with the deputy minister of defense and the director of the department of the Ministry of Defense, is accused of organizing the purchase of off-road trucks at illegally increased prices as part of the state defense order. The amount of damage caused to the state is more than 17 million UAH.
NABU recalled that on October 19, 2019, HACS arrested Gladkovsky with the alternative of posting UAH 10.6 million bail. He was granted bail on October 21.
“In March 2022, the court reversed the bail in favor of the Armed Forces of Ukraine and changed the preventive measure to personal obligation. After this, the accused stopped appearing at court hearings, and, according to information from NABU and SAP, he generally went abroad. Consequently, he was put on the wanted list,” – the message says.
Gladkovsky's case
- Oleg Gladkovsky is suspected of abuse of office and declaring false information (part 2 of article 364, article 366-1 of the Criminal Code ).
- The investigation established that the Deputy Minister of Defense, the director of the department of military-technical policy for the development of weapons and military equipment, in collusion with Gladkovsky in 2017, organized the purchase of MAZ 6317 (Bogdan 6317) trucks at inflated prices as part of the state defense order. The car manufacturer was the subsidiary “Auto Assembly Plant No. 2”, which is part of the group of related companies of the Bogdan Corporation – shares in the authorized capital of which belonged both directly and indirectly to Gladkovsky and his entourage.
- At the stage of forming the defense order, the government put forward a number of demands. Among other things, they talked about the level of localization of car production, which should have been at least 60%. At that time, the vehicles mentioned did not meet these requirements, having a localization level of only 10%.
- As a result of lobbying efforts, localization requirements were reduced to 20%. Despite the fact that the manufacturing company did not meet this requirement, it still received the government order – subject to the localization level being increased to 20% by the end of 2017 and subsequently increasing to 30% within three years.
- The contract between the Ministry of Defense and the manufacturing company provided for partial prepayment, the impossibility of revising the price and a limit on the costing items specified in the contract . Contrary to this condition, the price was increased, and Defense Ministry officials agreed on it. As a result, the supplier was illegally overpaid by 17.44 million hryvnia.
- In October 2019, Gladkovsky was informed of suspicion of abuse of official position. On May 20, 2020, the HACC Appeals Chamber refused to cancel the suspicion against Gladkovsky. At the same time, it was reported that the obligations imposed on him expire on June 5.
- On June 3, 2020, NABU completed the pre-trial investigation into Gladkovsky. The suspects were given access to the materials of the criminal proceedings for review before sending the indictment to the court.
< li >However, as the investigation established, the corresponding costs for increasing the level of localization were illegally transferred by the manufacturing company to the budget of Ukraine.
