Secretary of the Verkhovna Rada Committee on National Security, Defense and Intelligence Roman Kostenko spoke in a comment to Ukrinform about the situation with the consideration of the bill on mobilization in parliament.

He said that the secretariat of the Committee on National Security, Defense and Intelligence will prepare an indicative table of amendments. People's deputies will consider it no earlier than March 5.

“Taking this into account, we predict that the vote for the corresponding bill in the hall will not be earlier than the second half of March,” said People’s Deputy, SBU Colonel Roman Kostenko (Golos faction).

What is happening with the law on mobilization

  • On February 7, the Verkhovna Rada supported the mobilization bill in the first reading. 243 parliamentarians voted in favor. “Servants of the People” gave only 178 votes. Amendments to the bill will still be submitted for the second reading. Previously Arakhamia predicted that the second reading could also take place in February.

  • The General Staff, the Ministry of Defense and deputies have been working on the mobilization bill for several months. The first edition of the document proposed abolishing military service, obliging all citizens of Ukraine, and therefore women, to register, and reducing the mobilization age from 27 to 25.

  • The relevant parliamentary committee began considering a new mobilization bill on January 4. Commander-in-Chief of the Armed Forces of Ukraine Valery Zaluzhny, Chief of the General Staff Sergei Shaptala and Minister of Defense Rustem Umerov came to report. At the committee meeting, they decided to remove the rule allowing subpoenas to be sent by email. There was also a question about the conscription of people with disabilities – the Council wants to ensure that, as before, all groups of such persons are not subject to mobilization. , that the bill on mobilization was returned to the Cabinet of Ministers for revision.

  • The government provided the new version only on January 30. The document provided grounds for dismissal from military service 36 months after mobilization, but this is only a ground, and consent to dismissal must be given by the Supreme Commander-in-Chief Headquarters.   • It is unlikely that the Verkhovna Rada will be able to pass the bill on mobilization in the second reading before the end of February, said the people's deputy from ” Servants of the People”, member of the Verkhovna Rada Committee on National Security, Defense and Intelligence Fyodor Venislavsky.
