The NABU and SAP have uncovered a large-scale corruption scheme involving high-ranking officials. Among those under suspicion are Oleksii Kuznetsov, a member of parliament from the “Servant of the People” party, the head of the Mukachevo District State Administration Serhii Haidai, the former head of the Luhansk Regional State Administration, and the head of the Rubizhne Military Administration of the Luhansk region, Andrii Yurchenko. According to sources from the UP in law enforcement, all suspects have been arrested, reports Baltimore Chronicle, with reference to UP.
As it became known, in the second half of 2024, the National Anti-Corruption Bureau of Ukraine began investigating reports of corruption schemes during defense procurement. According to NABU, state funds allocated for the army’s needs were systematically embezzled by public officials, leading to the production of low-quality products. The investigation revealed an organized criminal group consisting of Kuznetsov, Haidai, Yurchenko, as well as commanders of military units and representatives of the National Guard.
It was established that at the end of 2024, Kuznetsov, using his influence over military unit commanders, along with Haidai, organized a scheme for the illegal appropriation of state funds. According to the investigation, on August 2, 2025, they, together with Yurchenko, received an illegal benefit of UAH 1.5 million for signing a contract for the purchase of radio-electronic warfare systems totaling UAH 5 million.
The illicitly obtained funds were distributed among the members of the group: Kuznetsov received UAH 350,000, Yurchenko and the manufacturer’s representative also received the same amount, UAH 250,000 went to the commander of the military unit Myshanskyi, and USD 100,000 each was received by Haidai and a National Guard official. Kuznetsov was also involved in other corruption schemes, including inflating the price of FPV drones, which led to an illegal gain of USD 43,000 from a contract for the production of drones for the National Guard.
