On the eve of July 18, the Verkhovna Rada approved in the first reading bill No. 11340, amending legislative norms, ostensibly to enhance the effectiveness of concluded agreements regarding the recognition of guilt by criminals, but in fact – opening up those involved in corruption schemes the opportunity to avoid liability in exchange for the payment of significant amounts.

I like maximum efficiency. I am for increasing the discretion of prosecutors, as is the case in the USA. Discretion to close cases or make deals.
