After the indexation of pension benefits this year, about 50 percent of elderly citizens receive no more than 3,000 – 4,000 hryvnia, which does not correspond to the real subsistence minimum of 9,000 hryvnia.

As reported by NBN with a link to the Facebook account of Hromadske Radio, according to Lidiya Tkachenko, a senior researcher at the Institute of Demography and Social Research, the Cabinet of Ministers will include in the draft state budget for 2025 the amount of funds necessary for indexing pensions, despite statements about “freezing” social standards for 3 years.
According to Tkachenko, the process and size of indexation in Ukraine are directly linked to the rate of inflation in the country (it has reached more than 8 percent) and the size of the average salary from which the single social contribution (SSC) is deducted. In addition, the dynamics of growth of salaries taken into account by the Pension Fund is highly seasonal.
In particular, the social pension agency published statistics on the average salary from which the unified social contribution is paid, and in the second quarter of this year, a significant increase in the size of the official income of the population was recorded.

Therefore, it is quite possible that pensions will be increased by 10-12 percent [from 2025]. Last year, this figure was about 6 percent.
