FIA restrictions on Russian and Belarusian drivers have been lifted after a new World Motor Sport Council decision. Drivers can again compete with national flags and anthems, while mandatory neutrality declarations are removed, as reported by the Baltimore Chronicle.
The change is confirmed by the official FIA circular, published on August 13. Sport RBC-Ukraine also reported the decision. The WMSC adopted it on August 3, 2026.
What changed under the new FIA decision
The decision ends several restrictions that defined participation by Russian and Belarusian competitors after Russia’s 2022 invasion of Ukraine. Until now, affected drivers and officials could compete only under specific neutrality conditions.
The main changes concern these requirements:
- Russian and Belarusian competitors are no longer limited to neutral status.
- National flags and symbols can return to international competitions.
- National anthems can again be played.
- Mandatory declarations committing competitors to neutrality are removed.
The changes substantially alter the FIA framework introduced in 2022. That framework prohibited national symbols and required eligible competitors to participate individually and neutrally.
How FIA restrictions worked before
The previous system required Russian and Belarusian drivers, competitors and officials to participate as authorised neutral individuals. They also had to accept FIA conditions concerning peace and political neutrality.

The earlier restrictions dated back to FIA decisions made after the full-scale invasion began in February 2022. They were later revised but remained the basis for participation rules.
The FIA decision therefore represents a significant reversal of its post-2022 policy toward Russian and Belarusian participation.
Why the FIA decision is controversial
The change comes while Russia’s war against Ukraine continues. It also removes conditions created specifically in response to the invasion and Belarusian support for Russia. The FIA’s original 2022 statement explicitly connected those emergency measures to the invasion.
The ruling could affect numerous FIA-sanctioned disciplines rather than one championship alone. Its significance extends beyond Formula 1 because the federation governs international motorsport across multiple categories.
