The Ukrainian Parliament’s Committee on National Security, Defense and Intelligence has approved draft law No. 13335, which would allow temporary exemption from mobilization for up to 45 days for employees of critically important enterprises, even if they are not registered for military service or are wanted by territorial recruitment centers (TCC). This was reported by Baltimore Chronicle with reference to the committee’s conclusion and the Cabinet of Ministers’ press service.
The proposal applies to men who lack proper military documents, are not listed in military records, have not updated their personal data under Law 3633-IX, or are being searched for by TCC (not for criminal charges). The exemption would be granted once per calendar year, starting from the day the employment contract is signed.
Additionally, the bill allows employers to dismiss workers during their probation period if they fail to comply with the legal requirements for military documentation.
Despite the committee’s support, the Ministry of Defense of Ukraine opposed the draft law. The ministry emphasized that national defense is a constitutional duty of all citizens and that exemptions should only be granted to those officially registered for military service and possessing the required documentation. According to the ministry, offering protection from mobilization to individuals in violation of military registration laws contradicts current legislation.
The committee recommended that Parliament pass the bill in the first reading and refine it further before the second reading.
