Ukraine received $118 million from Japan for healthcare and reconstruction

The budget received $118 million on a non-refundable basis from the Japanese government within the framework of the World Bank projects “Strengthening the healthcare system and preserving life” (HEAL Ukraine) and “Housing renovation to restore rights and opportunities people” (HOPE).

As reported by Ukrinform, this was reported by the press service of the Ministry of Finance.

Funds raised under the HEAL and HOPE projects will help the government provide adequate assistance to its citizens, in particular, expand the range of medical services and access to them, as well as ensure overcoming the consequences caused by Russia’s armed aggression, and restore the housing infrastructure of Ukraine. noted the Minister of Finance of Ukraine Sergei Marchenko.

The attracted grant funding from the Japanese government consists of 70 million US dollars within the framework of the World Bank HEAL Ukraine project, aimed at supporting the state budget as reimbursement of expenses incurred under the medical guarantee program. And also with US$48.2 million under the World Bank project “Renovating housing to restore people’s rights and opportunities” (HOPE). Funds under the project are used to reimburse state budget expenses used for compensation payments to home owners for repairs in apartment buildings and private buildings in need of minor and medium-sized repairs.

As noted by the Ministry of Health, $70 million will be allocated to the budget as part of the project “Strengthening the healthcare system and preserving life (HEAL Ukraine).” This project is being implemented by the Ministry of Health of Ukraine jointly with the World Bank. His goal is – restoring and improving access to essential health services, meeting new and urgent health care needs, and providing financial protection in an emergency.

To assess the effectiveness of project implementation, five performance indicators (Performance Based Conditions or PBC) are defined. These are indicators that evaluate the planning, organization and management of resources in order to successfully achieve goals. After monitoring, the World Bank confirmed the fulfillment of PBC indicators, which allows us to transfer $70 million to the general fund of the state budget of Ukraine in the near future. Previously, within the framework of the project, 50 million euros were attracted to the general fund of the state budget for the implementation of performance indicators.

In recent years, the Ministry of Health and the World Bank have been implementing three large projects in the healthcare sector: “Improving healthcare at the service of people,” “ ;Emergency response to COVID-19 and vaccination in Ukraine and “Strengthening the healthcare system and preserving life (HEAL Ukraine).”

As reported, in March 2024, about 9 billion US dollars of external funding was received into the general fund of the State Budget of Ukraine.
