The changes will be felt only by those who avoid legal rules, and for the majority of clients everything will remain unchanged.
Seven large Ukrainian banks plan to sign a memorandum in the near future, providing for increased restrictions on card-to-card transfers.
As the head of the NBU Andriy Pyshny noted, the document raised many questions among clients, but significant changes will only affect a certain category of users.
Who will the changes affect?
The limits specified in the Memorandum apply to clients who have not provided any documents on their income. This is about 1% of the entire client base of banks. This category is often involved in “drop” schemes – financial frauds that are used for illegal activities.
“If you work “white”, receive a “white” salary or can document your income or wealth in some other way, nothing will change for you at all,” Pyshny explained.
Volunteers will continue to be able to make their payments without restrictions, providing a standard list of documents to confirm their activities. No complaints about restrictions from volunteer organizations have been received since October.
In addition, according to Andrey Pyshny, clients do not need to update data or bring additional certificates.
“Interaction with banks continues in the standard mode. The memorandum does not provide for the provision of any additional certificates or data updates by clients,” the head of the NBU emphasizes.
Why is this necessary?
As Andriy Pyshnyy explained, the memorandum is aimed at combating the shadow economy, tax evasion and the financing of illegal activities. This is a step towards ensuring that the payment infrastructure is used only for legal purposes, and to remove the temporary limits on P2P transfers introduced in October.
Recall that in addition to limiting card-to-card transfers, banks are preparing checks for individual entrepreneurs. In addition, at the stage of opening an account for a private individual or sole proprietor the client will be assigned one of three risk categories.
