Within the framework of supporting micro, small and medium-sized businesses in Ukraine, since the beginning of the use of the instrument of state guarantees on a portfolio basis since December 2020, 32,619 loans have been issued for a total amount of UAH 103.8 billion, of which in 2023 – 13,658 loans for 44 .7 billion UAH. This was reported by the press service of the Ministry of Finance.

As of January 1, 2024, 29 lending banks service 18,900 loans in the amount of about UAH 67 billion. Liabilities on the principal debt, partially secured by government guarantees on a portfolio basis, amounted to UAH 31.4 billion. This is about 71% of the total limit of provided guarantees (UAH 43.9 billion).
At the same time, in December 2023, 1,081 loan agreements were concluded in the amount of about UAH 4.8 billion with the share of obligations on the principal debt guaranteed state, in the amount of almost 2.5 billion UAH.
Leaders in issuing loans
In terms of the number of loans serviced as of January 1 of this year, under government guarantees on a portfolio basis, Privatbank continues to lead – currently servicing 12,922 loans for a total amount of more than UAH 23.5 billion, which is 70% of the limit of such guarantees provided this bank.
The second largest number of such loans is Oschadbank – 2,719 loans for almost UAH 10.9 billion (respectively, 89% of the bank’s limit).
The largest volume of loans is serviced:
- in Kiev – 1831 loans in the amount of UAH 6.4 billion; in the Dnipropetrovsk region – 1,571 loans worth UAH 5.3 billion; in Kievskaya – 1211 loans worth UAH 4.6 billion; in Odessa – 1,316 loans worth UAH 4.5 billion; in Lviv region – 1,574 loans for UAH 4.4 billion.
By type of economic activity, more loans, partially secured by state guarantees on a portfolio basis, are serviced in the following areas:
- agriculture – 6876 loans for a total amount of over 35 billion UAH; wholesale and retail trade, vehicle repairs – 6,973 loans worth UAH 15.3 billion; processing industry – 2,417 loans for UAH 11.1 billion; transport, warehousing, postal and courier activities – 999 loans for UAH 2.1 billion.
