From the first day of spring 2024, new rules for assistance for internally displaced persons (IDPs) will come into effect. This was reported by the Kiev Regional Military Administration.

Director of the Department of Social Development and Veteran Policy of KOGA Igor Meshchan during the briefing said that the new rules for assistance to IDPs are provided for by Cabinet Resolution No. 94 dated January 26, 2024 “Some issues of social support internally displaced persons and other vulnerable categories of persons.”
Payments will continue
- for 6 months for IDPs from among pensioners; for citizens with group 1 or 2 disabilities; for children with disabilities; for orphans and children deprived of parental care. for able-bodied citizens who have registered with the Employment Center or have found employment.
Continuation of payments after filing a new application
In addition, some categories of IDPs will be able to apply for an extension of payments from March 1 after filing a new application.
Condition for receiving benefits is the financial condition of the family: the amount of income per person should not exceed 9,444 UAH (four subsistence minimums for persons who have lost their ability to work).
The following categories of citizens will have the right to extend assistance in the future, and in February they can apply for an extension of payments:
- IDP families with children under 14 years of age living in a zone of active or possible hostilities; families with children under 14 years of age living in relatively safe regions of Ukraine, but in these settlements there is no opportunity to send the child to kindergartens, and schooling takes place in an online format; families where one of the family members is caring for a person with a group I disability, or a child with a disability under the age of 18, or a seriously ill child (according to a separate list); young children arriving unaccompanied by their parents; pregnant women (starting from the 30th week of pregnancy).
The condition for receiving assistance in families where there are able-bodied persons is the employment of such persons or registration of a private entrepreneur or receipt of benefits for gaining economic independence or receiving a voucher for education and the presence of children under 14 years of age in the family.
Help also will be able to receive a family in which a non-working able-bodied person on the date of application registered at the employment center as unemployed or as looking for work, but not yet employed, and families with children who study at school or a higher educational institution.
B At the same time, if, after assigning a benefit for an additional 6 months, an able-bodied non-working family member who is not caring for children or persons with disabilities does not contribute to his employment (for example, deregisters with the Employment Center), the payment of the benefit will be terminated.
IDPs who received assistance and refused it, or were removed from the register of internally displaced persons due to the fact that they returned to their abandoned place of residence, but were forced to leave it again, will also be able to apply for assistance again at residence.
As of February 27, 323,032 internally displaced persons are registered in the Kiev region.
