Due to the war, the departure of Ukrainians abroad and internal migration, there is a personnel shortage and structural unemployment in the state. The economy lacks 4.5 million workers to generate growth. This was reported by the press service of the Ministry of Economy.

As noted by the Deputy Minister Economy Tatyana Berezhnaya, if in 2021 the official labor market consisted of 11.5 million workers, then in 2023 this figure decreased to 9 million officially employed.
“According to preliminary calculations, in order to ensure annual growth of GPP by 7% by 2030, we need 4.5 million additional workers,” she emphasized.
According to her, in order to solve the problem of structural unemployment, the state helps people adapt to changes in demand in the labor market. In particular, offering to master new professions needed in the market with the help of training programs or advanced training courses.
