The Cabinet of Ministers has simplified the process of obtaining a “reservation” for workers in the transportation sector. This was reported by Deputy Minister of Community, Territory and Infrastructure Development Serhiy Derkach.

So, for an enterprise to meet the status of critically important, it must meet 2 criteria out of 7, and not 3, as it was before. Carriers must have the appropriate license and have no tax arrears.
The government has also expanded the list of enterprises that can be submitted for recognition as critical. This includes carriers that perform irregular transportation and bus stations. Those companies that began their activities not only in 2022, but also in 2023 and 2024 can also be submitted.
In addition, the Cabinet of Ministers has canceled the rule that required confirmation of the registration of labor relations with employees 180 days before submitting documents.

Who is not affected by the changes
At the same time, the Deputy Minister of Infrastructure emphasized that such changes do not apply to those carriers who work on the terms of sole proprietorships. However, the official points out that only changes to the law can correct this situation, which will allow not only enterprises, institutions, and organizations to reserve.

Bill No. 11331, defining the conditions of the so-called “economic reservation”, was registered in the Verkhovna Rada.
According to it, entrepreneurs and companies must pay an increased military fee of 20 thousand hryvnia for each of their employees whom they want to reserve. It will be up to the business itself to decide who exactly should be granted a “reservation”, determining who is most critical to its work.
Subsequently, alternative bills were also submitted to parliament, providing for other models of economic reservations – No. 11331-1 and No. 11331-2.
