For January-December 2023, the total amount of cash expenditures of the general fund of the state budget is UAH 3034.2 billion. In December 2023, expenses amounted to UAH 401.4 billion. This is evidenced by data from the monthly reporting of the State Treasury Service of Ukraine dated January 15, 2024, the press service of the Ministry of Finance reports.

In the structure of expenses, the most focused areas are:
UAH 1,223.2 billion (UAH 141.1 billion in December) – for wages with accruals or 40.3% of the total expenses spent for January-December 2023. In particular, UAH 943.8 billion was allocated for the maintenance of military personnel (in December – UAH 107.8 billion).
UAH 762.7 billion (in December – UAH 124.8 billion) – to pay for the use of goods and services, or 25.1% of total expenses. Among them:
- UAH 516.8 billion – to support the Armed Forces of Ukraine. This is the acquisition of military equipment, weapons, ammunition, defense products, personal protective equipment (helmets, body armor and other special equipment), fuels and lubricants, food; UAH 139.4 billion was transferred by the National Health Service of Ukraine for the implementation of the program of state guarantees of medical care for the population.
UAH 527.8 billion (in December – UAH 54.4 billion) – for social security (payment of pensions, benefits, scholarships) or 17.4% of total expenses. Among them:
- UAH 271.9 billion – transfer to the Pension Fund for financial support for the payment of pensions, bonuses and increases to pensions; UAH 173.9 billion – for payments by the Ministry of Social Policy for the social protection of children and families, the protection of citizens who find themselves in difficult life circumstances, to support low-income families.
247.6 billion UAH (in December – 22.6 billion UAH) – for servicing public debt or 8.2% of the total volume.
148.6 billion UAH (in December – 13 billion UAH) – for transfers to local budgets or 4.9% of the total volume.
