Chief Vladimir Novikov, head of the legal department of the Kharkiv regional TCC, explained what exactly threatens those who not only fail to appear when summoned, but also decide that the fine can simply be ignored.

“Currently, the Code of Ukraine on Administrative Offenses provides for liability for conscripts violating the rules of military registration – this is Article 210 of the Code of Ukraine and Article 210 note 1 – this is “violation of legislation during defense-mobilization training and mobilization.” These articles provide for liability in the form of a fine under the conditions of a special period in the amount of 17 thousand to 25.5 thousand hryvnia,” Novikov clarified.
He noted that whether a conscript will receive a minimum or maximum fine depends on him. If a conscript systematically ignores summonses, he will have to pay 25.5 thousand. And in some cases, the amount can be doubled.
“A person who has been brought to administrative responsibility, but he does not voluntarily pay this fine, the documents are transferred to the state executive service and enforcement proceedings are opened with the forced collection of this fine, but in double the amount,” Novikov explained.
For those who do have a valid reason for not appearing, the law provides a little room for maneuver. Within three days from the date indicated on the summons, you must notify the TCC and provide supporting documents. Only this will help to avoid a fine.
At the same time, Ukraine plans to change the approach to mobilization: the Verkhovna Rada named three scenarios.
