In Ukraine a new system for assessing a person's daily functioning is being introduced to ensure transparency and focus on human needs.
This was reported by URA-Inform with reference to the Ministry of Health of Ukraine.
Consequently, new criteria will be introduced to establish a disability group.
“The new system will take into account the principles of the International Classification of Functioning, Disabilities and Health (ICF), that is, not only medical aspects, but also social factors, the influence of the environment and barriers. This approach promotes individualization of support, increases its effectiveness and helps create conditions for the greatest possible independence and activity of a person,” the Ministry of Health said.
Thus, according to the Ministry of Health, to determine the disability group, expert commissions will take into account the following criteria:
self-care – a person's ability to perform basic tasks of everyday life, such as personal hygiene, cooking, dressing and other actions necessary to maintain their own well-being;
— mobility – the ability of a person to walk, cover distances, use transport or mobility aids, depending on his or her health condition;
— orientation and perception – the ability to navigate in space, perceive the environment using vision, hearing and other senses, and adapt to new conditions;
-communication – a person's ability to establish and maintain contacts with other people, to interact effectively in various life situations, using oral, written or non-verbal communication methods;
— behavior control – the ability to self-control, comply with social norms and adequate behavior in various situations, as well as to ensure personal safety;
— obtaining an education – a person's ability to learn, acquire new knowledge and skills, adapt to educational conditions and achieve their educational goals;
— work activity — a person's ability to perform professional duties, adapt to working conditions, including the possibility of using assistive devices or technologies.
It is worth noting that each of these criteria will be assessed on a scale from mild to severe.
As noted by the Ministry of Health, patients who are assigned disability status, depending on the degree of dysfunction of the body and body systems and limitation of life activities, can receive one of three disability groups:
Group III — is established in cases of moderate degree (1 degree) of limitation of one or more criteria of life activity caused by disease, injury or congenital defects;
Group II — is established in the presence of a pronounced degree (2 degree) of limitation of one or more criteria of life activity. This includes persons with one or more diseases, consequences of injuries or congenital defects that cause combined disorders;
Group I — is established in the case of a significant degree (3 degree) of limitation of one or more criteria of life activity. This group includes persons with a serious health condition who are completely dependent on outside assistance in self-care, movement or performance of other vital functions.
