During 2022-2023, the defendants entered into contracts for the purchase of aircraft parts for Ukrainian combat aircraft, which caused the budget UAH 27.3 million in losses.
As the investigation established, Defense Ministry officials purchased spare parts at unreasonably high prices from a controlled intermediary company. To win the tender, they attracted several more affiliated firms, including those with foreign registration.
“Thus, officials created the appearance of competition, under the guise of which they secured a contract with the “right” company. According to available data, the participants in the deal moved the “excess profit” they received into the shadows through a network of controlled firms,” the SBU noted.
