“The procedural leadership of the Kharkov Regional Prosecutor's Office notified of suspicion of four military personnel of the Russian army and four citizens of Ukraine for violation of the laws and customs of war, committed by prior conspiracy by a group of persons (part 2 of article 28, part 1 Art. 438 of the Criminal Code of Ukraine),” the message says.
According to the investigation, during the occupation of the city of Volchansk, a local resident – a well-known crime boss nicknamed “Chizh” – decided to rob and steal from the civilian population. To do this, he involved four Russian military personnel and three local residents: a 33-year-old resident, a 47-year-old man with a previous conviction, and a 37-year-old woman. They committed crimes between the end of February 2022 and May of the same year. So, in March 2022, suspects arrived at the house of Kharkov ex-mer Mikhail Dobkin in the occupied village of Bugaevka. There were two security guards on the estate at that time, so the attackers demanded all the family’s cars and property at gunpoint.
They took two pleasure craft, a motorcycle, two trailers and household appliances.
In a garden society in the village of Bugaevka, they took an Outlander ATV, a Land Rover Range Rover Autobiography, money in the amount of $2,500, household appliances, etc. from private households. During the next robbery of one of the houses, they ordered two bodyguards to climb into the closet and not come out for two hours.
On April 13, 2022, two suspects – a 47-year-old previously convicted man and a 37-year-old woman – robbed the brother of the director of the Volchansky forestry enterprise: they took possession of cars and a snowmobile. “Chizh” is accused of murdering the forestry director himself. The case is pending in the Chuguevsky City Court.
In addition, “Chizh” forcibly put a man into a car, who on February 24, 2022 tore down the Russian flag that the occupiers raised on Volchansk Square. The suspect brought the victim to the place where the occupiers were interrogating and holding civilians. The man was beaten with hands and a sledgehammer, a bag was put on his head and he was illegally detained and tortured for about four hours. The attackers then took the victim to the side of the road and released him.
Another local resident suffered in a similar way – they demanded that he return the weapon that he had taken from a broken column of the Russian armed forces near the village of Shestakovo. The man's two sons were taken away and placed in a cell. One of them was tortured until the father returned the weapon to the occupiers.

Seven attackers were informed of suspicion in absentia. The issue of putting him on the wanted list is being decided.
“Chizh” has already received a sentence in another criminal proceeding. The court found him guilty of high treason (Part 2 of Article 111 of the Criminal Code of Ukraine). He was sentenced to 15 years in prison. Law enforcement officers handed him a suspicion at the place where he was serving his sentence – in a colony in the Zaporozhye region.
