There are many reports from citizens intending to leave the temporarily occupied territories (TOT) and return to regions controlled by Ukraine, indicating the emergence of enormous difficulties and an increase in the number of requests for assistance.

As reported by “NBN” with reference to the explanation voiced by the Verkhovna Rada Commissioner for Human Rights (Ombudsman) Dmitry Lubinets on the air of the telethon on the YouTube channel “TSN”, the terrorist state is trying to prevent the return of Ukrainians from the VOT, creating maximum difficulties for the implementation of humanitarian evacuation measures.
Based on Lubinets' words, the Russian “authorities” are laying out such logistical evacuation routes that Ukrainians first have to enter the territory of the aggressor country, and then cross several borders at once.
The Ombudsman added that several cases have been recorded where domestic structures have repeatedly tried to facilitate the return of a person, but this did not work out in the short term. In particular, the evacuation was carried out only on the third attempt, or with the direct intervention of international partners.
Lubinets cited one such case as an example:
One boy was returned three times. This was only possible with the help of diplomats from Qatar.
