ISW explains why Putin constantly makes new demands on Ukraine in peace talks

As NBN reports with reference to the Institute for the Study of War (ISW) material, the above-described proposal by the Russian dictator was made in order to hold “hostage” the negotiations regarding the end of the war in Ukraine.

Based on the assessment of ISW analysts, Putin is seeking to advance in discussions on resolving the “war question,” a renewed demand linked to the Kremlin’s traditional efforts to undermine the legitimacy of the Ukrainian government.

In particular, this concerns the formation of a so-called “interim government/administration” in Ukraine, which, in Moscow’s opinion, will speed up the conclusion of peace agreements, but in reality demonstrates that the Kremlin is only demanding additional concessions from Western countries against the backdrop of the “progress” achieved in recent negotiations regarding a ceasefire.

The Institute for the Study of War emphasized that the aggressor country claims its consent to conduct any negotiations regarding a temporary ceasefire on the front lines in Ukraine/readiness to sign a full-fledged peace agreement, but in reality it is dragging out time to achieve gradual success on the battlefield, while simultaneously creating favorable conditions for forcing Kyiv to actual capitulation.
