On the air of Radio Liberty, the speaker of the Main Intelligence Directorate of the MOU said that intelligence does not rule out that there could be both people and missiles on board the Il-76, which crashed near Belgorod on January 25. Budanov admits that prisoners of war could be used as human shields to transport ammunition for the S-300 air defense system.

According to the press secretary, the Russian Federation previously used air transport during exchanges to transport Ukrainian prisoners of war, NBN reports .

As Yusov clarified, this was particularly the case during the last big exchange, when Moscow announced the use of the aircraft and requested a regime of silence. However, this time the Russian side did not make any written or oral requests regarding aviation.

For this reason, intelligence is considering the scenario of a deliberate provocation of the Russian Federation using captured Ukrainians as human shields for transporting weapons.

Recall that ISW analysts described how Russian propaganda uses the downing of the Il-76 to discredit Ukraine.
