The adopted law is retrospective, that is, it allows law enforcement agencies to close cases initiated earlier due to inconsistency in the regulatory field.
Thursday, 22 February, the Verkhovna Rada adopted bill No. 10454 on the inclusion of the profits of enterprises working to meet the needs of security and defense in the price of goods and services supplied.
People's Deputy Yaroslav Zheleznyak announced this.
The bill was supported by 259 people's deputies.
The draft law No. 10454 adopted by the Council provides, in particular, that:
- in the case of the acquisition of goods, works and services for security and defense needs under a non-competitive procedure or without a procurement procedure, the level of profit cannot exceed the profit limit established by the government;
- for cases where the level of profit has not been established by the government, the price must be determined in accordance with the contractor's proposal, taking into account the profit of such contractor.
These rules apply to all government defense procurement contracts awarded under non-competitive or non-competitive conditions. without a procedure for the entire period of martial law.
The relevant ministry emphasized that the adopted law is retrospective, that is, it allows law enforcement agencies to close cases initiated earlier due to inconsistency in the regulatory field.

The new enterprise “State Logistics Operator (DOT)” will take over responsibilities and launch all logistics procurement processes for the Armed Forces of Ukraine, in particular, food, clothing, fuels and lubricants, body armor, helmets.
