Until March 31, 2024, pensioners who became internally displaced before the outbreak of full-scale war on February 24, 2022, were required to apply for physical identification.
This is necessary in order to check whether the person who receives funds from the state is actually alive and whether the payment is received by the person to whom they were assigned.
“Since the beginning of the quarantine due to COVID-19, the norm on Passing physical identification for pensioners who became IDPs before February 24, 2022 was not applied. After the end of the quarantine, this requirement resumed its effect from July 1, 2023,” noted the Ministry of Social Policy.
Realizing that during the war some Ukrainians cannot physically visit a bank or Pension Fund branch, the government has expanded physical identification tools. They allow you to complete it in several ways: not only by personally visiting a bank branch, but also remotely.
In addition, the state independently checked using existing registers whether such pensioners as IDPs were registered in territories controlled by the government of Ukraine, and if yes – this also counted as their physical identification.
The government also gave a long transition period – nine months (from July 1, 2023 to March 31, 2024) so that pensioners from IDPs who received such status before February 24, 2022 have enough time to complete it.

As a result, after verification, pension payments were continued for 212.8 thousand people.
In particular, identification was completed:
- by personally visiting a bank branch – more than 27 thousand people via videoconference – 46 thousand people in consular offices abroad – 356 people through the web portal of electronic services of the Pension Fund of Ukraine – almost 73 thousand people personally visiting the territorial bodies of the Pension Fund of Ukraine – 31.6 thousand people.
“To finance the payment of pensions to such people, appropriate additional documents are being prepared. After they are processed, the pension is paid. So, if you did not receive a pension on your date, but have passed identification, it will definitely be paid before the end of the month,” noted the Ministry of Social Policy.
