The US State Department has officially notified Congress of the de facto dissolution of the Agency for International Development (USAID), transferring some of its functions to the management of the foreign policy department. This was announced by Secretary of State Marco Rubio, Ukrinform reports.

Details of the reorganization
On March 28, the State Department and USAID informed Congress of plans to reorganize the structure: by July 1, 2025, certain USAID functions will be transferred to the State Department, and those that do not correspond to the administration’s priorities will cease to exist. Rubio emphasized that foreign aid should serve U.S. interests, strengthen borders and partnerships. “USAID has long been alienated from its mission, resulting in meager results at enormous cost,” he said, adding that under Donald Trump, this “irresponsible era” is ending.
New course and reduction
Rubio stressed that aid programs are being refocused to benefit the U.S. and its citizens, preserving only key life-saving initiatives and strategic investments for partners. Meanwhile, the State Department is laying off nearly all USAID employees whose positions are not protected by law, according to Reuters. On Friday, staff received notices of layoffs planned for July and September.
