Criminal liability will remain exclusively for non-consensual porn, extreme porn, and porn with children and its distribution to children.
law enforcement activities supported as a basis bill No. 12191 on the decriminalization of porn.
This was reported by MP Yaroslav Zheleznyak.
“In short, we are simply changing Article 301 of the Criminal Code so that adults are not sent to prison for 3-5 years for filming and distributing intimate videos,” Zheleznyak wrote.
Thus, criminal liability will remain exclusively for non-consensual pornography, extreme pornography, and pornography with children and its distribution among children.
In addition, pimping, involvement in prostitution, and human trafficking will be punishable.
Recall that in early November, Zheleznyak announced the submission of a bill to the Council on the decriminalization of pornography.
- Article 301 of the Criminal Code of Ukraine determines that the import, production, sale and distribution of pornographic items are punishable by a fine of fifty to one hundred non-taxable minimum incomes of citizens or arrest for up to six months, or restriction of freedom for up to three years. Since 2021, a separate article on pornography involving minors has been in effect.

Last year, Opendatabot reported an increase in the number of criminal cases involving pornographic content, Ekonomicheskaya Pravda wrote. A bill to decriminalize porn has already been submitted to the Rada. It did not abolish liability for porn with minors and aggravated it for the distribution of pornographic content among children. But then the bill did not appear on the Rada website.
