Hodges noted that the Russian Federation is an unreliable partner for negotiations, so the corresponding process will be a test for the newly elected head of the White House, Donald Trump. If the outcome of the negotiations for Ukraine is bad, the allies in Europe will pay a high price, so they should do more than they are doing now.
