Dan Cox Baltimore campaign stops are putting crime and public safety at the center of Maryland’s gubernatorial race. The Republican candidate toured city neighborhoods and visited locations recently affected by violence, reports Baltimore Chronicle, citing FOX45 News.
Cox points to Baltimore crime during campaign tour
Cox stopped at 2 locations associated with recent crimes. One was a 7-Eleven near Mondawmin Mall.
A 74-year-old man was attacked there on July 7 by 6 people. Police said members of the group displayed a rifle and a sword. No arrests had been announced weeks after the attack.
Cox used the case to criticize Democratic Gov. Wes Moore. He argued that Baltimore residents want stronger accountability for violent offenders.
Crime and juvenile justice are now becoming direct campaign issues in the Maryland governor’s race.
Youth Charging Reform Act becomes a political dividing line
Cox also criticized Maryland’s Youth Charging Reform Act. The measure changes how some juvenile cases enter adult or juvenile court.
Maryland lawmakers approved the legislation in 2026. Gov. Moore signed it on May 26 as Chapter 609. Most provisions take effect October 1, 2026.
The Maryland Department of Juvenile Services supported the proposal. The agency argued it would reduce automatic adult-court charging while preserving that option for serious offenses.

Cox said enforcement alone would not solve Baltimore’s problems. His proposals also include recreational programs and efforts to attract businesses.
Baltimore business owner challenges crime narrative
Terence Dickson, owner of Terra Cafe in Old Goucher, told FOX45 that his business had been vandalized twice in 3 years. He disputed claims that residents and businesses are experiencing a clear improvement in public safety.
Cox said he would seek direct discussions with Baltimore State’s Attorney Ivan Bates and city police.
His stated priorities include:
- identifying additional tools requested by prosecutors;
- strengthening police capacity;
- expanding after-school programs;
- increasing recreational opportunities;
- reducing taxes and encouraging business investment.
The proposals broaden his Baltimore message beyond policing. They also show how crime, youth policy and economic recovery could shape the final months of the gubernatorial campaign.
Cox and Moore are scheduled to debate on October 6 on Maryland Public Television ahead of the November election.
