On February 1, the Cabinet of Ministers adopted a resolution of the Ministry of Economy allowing defense procurement to be carried out through the Prozorro system. In addition, drone manufacturers will now adjust price calculations downwards if profits exceed 25%. This was reported on the website of the government quarter.

“We solve several problems at once. First, we guarantee the continuity, sustainability and controllability of supplying our army with everything necessary. Secondly, we establish transparent pricing, when the state does not overpay, and the business makes a profit. Third, we are installing preventers for the leakage of information that carries security risks,” said Prime Minister of Ukraine Denis Shmygal.
He also emphasized that issues of defense capability and army support are identified as priority number one. This year, hundreds of billions of hryvnia will be allocated to ensure that the Ukrainian military has everything they need.
Limiting the markup on drones for the Armed Forces of Ukraine
The Cabinet of Ministers has limited the margin of drone suppliers for the Armed Forces of Ukraine.< /p>
“Margin in simple terms is the difference between the cost and the cost of a product, in this case drones. Conventionally: a drone costs 10 thousand, its cost is 7 thousand, then the margin will be 3 thousand hryvnia, or 30%. Now when purchasing drones, our margin is 25%, in NATO countries it is 17%,” explained Deputy Prime Minister for Digital Transformation Mikhail Fedorov.
He noted that in market conditions the cost of goods, and therefore and margin may change.
Now manufacturers must clarify how prices were calculated if profits exceed 25%. After the recalculation, the state gives the opportunity to either return the difference to the budget or deliver drones. This eliminates the potential risks of overpayment when purchasing drones, saves public funds and allows for the purchase of more drones,” Fedorov explained.
